As the signage describes, the tower was dismantles and reassemblied hence the need for unique marks (as seen in the circle) for all the lighthouse components as shown in the right image. These guaranteed and aided the proper reassembly of the lighthouse.

You need to get a special ticket to visit the lighthouse which is located on the United States Space Force property, which in fact comprises numerous active rocket launches. Currently this area is not open to the public within without a ticket Additonally, the tour and area is only available to U.S. as well.
